Across 2022-23, we undertook the following activities relating to environmental protection and enhancement:

• 13 sites investigated for contamination

• Site remediation undertaken across three projects

• Hazardous waste (including asbestos) removed from three sites

• Vegetation cleared from six sites, including Alkimos Central, Brabham Estate, Banksia Rise and Banksia Glades in Kwinana, Ocean Reef Marina in Ocean Reef and Jindowie in Yanchep

• Fauna relocated from Ocean Reef Marina including lizards, skinks, geckos, quendas and a snake

• Flora rehabilitation completed at Shotts Strategic Industrial Area, Collie

We reduce the amount of construction and demolition waste being sent to landfill at our projects by considering opportunities to reuse, repurpose or recycle materials wherever possible – potentially reducing carbon emissions and costs in the process.

Through the Waste Authority’s Waste Avoidance and Resource Recovery Strategy 2030, we are targeting avoidance and/or recovery of at least 75 per cent of materials from significant construction and demolition activity, with some projects recycling close to 100 per cent of non-hazardous materials.

In each of our developments, we consider the use of groundwater for construction and landscape irrigation; stormwater and drainage management; water-sensitive urban design; and measures to encourage more waterwise behaviour.

In 2022-23, Brabham Estate was recognised as Waterwise Development of the Year (Platinum accreditation) and Subi East received Gold Waterwise endorsement, both through Water Corporation’s Waterwise Development Program.

We also play a role in the delivery of the State Government’s Kep Katitjin – Gabi Kaadadjan – Waterwise Perth Action Plan 2, which outlines Western Australia’s roadmap to establish world-leading waterwise communities across Perth and Peel by 2030.

DevelopmentWA’s Net Zero Transition Plan includes three priority targets:

• Achieve net zero scope 1 and 2 emissions by 2025;

• Achieve net zero scope 1, 2 and 3 emissions between 2040 and 2050; and

• Develop a net zero culture.

Eighteen months into our net zero transition, several initial actions have already been achieved within these priority targets.

Scope 1 and 2

• Several fixed assets have received approval to transition to GreenPower. May 2023 saw the transition of Yagan Square, one of our highest-emission assets due to the 24/7 digital tower.

• Bentley Technology Park’s Brodie Hall Function Centre has been refurbished to become a net zero demonstration building, known as The Hub, and will now undergo a 12-month monitoring process to assess and fine-tune the building’s performance. Our first net zero event – the Government Land Organisation conference – was held in November 2022. Associated emissions were significantly reduced by using local suppliers, digital conference materials and electric vehicles (EVs), and offsets purchased for the remaining amount.

Scope 3

• We have undertaken an inventory of our scope 3 land clearing emissions to better understand our carbon impact and allow more accurate assessment, mitigation and offset of our emissions.

• In partnership with Peet and Green Homes, we have delivered a 9.2 Star NatHERS-rated demonstration home at the Brabham display village, believed to be Australia’s most sustainable two-storey home.

• Additional EV chargers have been installed at Bentley Technology Park and Subi East, allowing better access to the infrastructure and encouraging the uptake of EVs.

Culture

• A Net Zero Steering Committee and Net Zero Working Group have been established to drive progress and cultural changes across the business.

• Staff knowledge-sharing sessions have been run to showcase net zero initiatives across different areas of the business.
